IAS Officer Vikas Anand has been apointed as Secretary to Delhi CM Rekha Gupta.
In a key administrative move aimed at bolstering the Chief Minister’s Office (CMO), senior IAS officer Vikas Anand (2002 batch, AGMUT cadre) has been appointed as Secretary to Delhi Chief Minister Rekha Gupta, effective on Monday, April 7, 2025.
Before this appointment, Anand was on central deputation, serving as the CEO of the National Land Monetisation Corporation (NLMC) under the Department of Public Enterprises (DPE).
This is the second major appointment to the CMO in recent weeks. On February 27, 2025, Madhu Rani Teotia (IAS: 2008: AGMUT) took charge as Secretary to the CM. Additionally, Sandeep Kumar Singh and Ravi Jha (both IAS: 2011: AGMUT) were appointed as Special Secretaries.
Vikas Anand brings extensive experience in Delhi’s administration. During the tenure of the Aam Aadmi Party (AAP) government, he served as Special Secretary (Education), playing a pivotal role in reforming government schools and executing the state’s education policy—one of the party’s flagship efforts.
From 2020 to 2023, he also held the position of Additional CEO at the Delhi Jal Board (DJB), overseeing critical water supply and sewage projects. His leadership helped push key initiatives forward, despite facing challenges such as water shortages and rising pollution. Anand has also served as Special Secretary in the Home Department, working closely with the Delhi Police.
Given his wide-ranging administrative background and deep understanding of governance in Delhi, Anand is expected to be a valuable asset in executing CM Rekha Gupta’s vision and improving the overall efficiency of the CMO.
