Telangana: D Ronald Rose Gets Interim Relief from CAT to Remain

IAS officer D Ronald Rose has been granted an interim relief from CAT to remain in Telangana.

New Delhi/Hyderabad: In a key development amid ongoing disputes over cadre allocation following the bifurcation of Andhra Pradesh, senior IAS officer D Ronald Rose (2006 batch) has been granted interim relief by the Central Administrative Tribunal (CAT), allowing him to continue serving in Telangana for now.

Rose, who was initially allotted to the Telangana cadre, was later reassigned to Andhra Pradesh based on recommendations from the Pratyush Sinha Committee, which handled the redistribution of All India Services (AIS) officers after Telangana’s formation in 2014.

Objecting to the reassignment, Rose submitted a formal request to remain in Telangana, which was supported by the Telangana government and forwarded to the Department of Personnel and Training (DoPT) — but ultimately rejected.

Despite complying with the directive to report to Andhra Pradesh, Rose approached CAT seeking relief. The tribunal has now ruled in his favor, allowing him to stay in Telangana until further notice. In its order, CAT also criticized the DoPT for repeated non-compliance with its directives, not only in Rose’s case but also in that of another officer, Siva Sankar Lotheti.

The tribunal warned the DoPT that further defiance of its rulings could result in contempt proceedings against the department’s secretary.

This case highlights the ongoing challenges in post-bifurcation cadre reassignments and may serve as a precedent for other officers caught in similar administrative disputes.
