Known as a one man cyber security army, celebrated IPS officer Muktesh Chander, presently serving as Special CP Delhi Police, has successfully completed his Ph.D. in Cyber Security from Indian Institute of Technology Delhi (IIT-D), perhaps the first from the security agency to done this credit.
