Dozens of Joint Secretaries in MEA deployed this month

Nearly a dozen Joint Secretaries in MEA have been deployed this month. Many of these are new posts including ‘Liaison with State Governments. There is no ACC approval required for posting JS in MEA. But in this case even approval of EAM for such new positions has not been taken. Foreign Secretary seems more powerful than Minister.
