Coal Secretary Vikram Dev Dutt has showcased RSR Transport Model as key to sustainable Coal Logistics.
In a move to reshape coal transportation and align it with national sustainability goals, the Ministry of Coal recently convened a stakeholder consultation meeting in the capital, centered around the theme: “Exploring Opportunities for Sustainable Coal Transportation through the Rail-Sea-Rail (RSR) Mode.”
Delivering the keynote address, Mr. Vikram Dev Dutt, Secretary, Ministry of Coal (IAS, 1993 batch), described the RSR model as a visionary solution tailored to address India’s evolving coal logistics needs. Emphasizing the surging demand for coal in remote consumption hubs, particularly in the southern and western regions, he advocated for the adoption of smart, sustainable, and flexible multimodal transport systems.
“The RSR model integrates rail and coastal shipping to offer a cost-effective, environmentally friendly alternative to traditional modes, contributing to logistics efficiency, energy security, and ecological sustainability,” Mr. Dutt said.
Call for Synergized Efforts
Highlighting the need for cross-sectoral collaboration, Mr. Dutt urged all stakeholders—central ministries, state governments, coal producers, GENCOs, port authorities, and logistics providers—to work in unison to streamline infrastructure, enhance coordination, and eliminate operational bottlenecks to ensure the successful roll-out of the RSR model.
The event saw participation from key players, including the Ministry of Railways, Ministry of Ports, Shipping and Waterways (MoPSW), Ministry of Power, state governments, Coal India Limited (CIL), commercial and captive miners, power generation companies, and port operators.

With an ambitious target of transporting 65 million tonnes of coal via RSR by FY 2026 and scaling up to 120 million tonnes by FY 2030, the Ministry is charting a course toward a more resilient and climate-conscious coal logistics framework.
The consultation marks a pivotal step in operationalizing the RSR model as part of India’s broader push towards greener infrastructure and sustainable energy supply chains.
